Services Rendered to: New Immigrants and Their Family Who are Residents of Chiayi City

- Home Visits and Telephone Calls to New Immigrants
To enable a better understanding of Taiwan’s new immigrants’ situation in life and interaction with their family.To enhance marital relationships, improve problems between in-laws.To lessen cultural differences and frictions so as to promote family happiness and harmony.
- Advisory Services
To provide new immigrants a way to adapt to life in Taiwan. To provide information and advice about various social welfare consulting services.
- Consultation Services and Referrals
To provide psychological counseling and referrals regarding husband-wife, parent-children relationships; problems between in-laws and ways of communication within the family. Arrangement will be made for the presence of mother language translators for new immigrants with language difficulties and restrictions.
- Referrals and Links to Social Resources
To pool together social resources to assist new immigrants in building support networks.To provide education on parenthood, legal counseling services, employment services, financial assistance and others.
- Irregular Courses for Motorcycle Driver’s License Test
To assist new immigrants to adapt to life in Taiwan by strengthening traffic safety learning, enhance knowledge of roads and traffic rules thus enabling new immigrants to acquire driver’s license and improve mobility.
- Related Lectures and Courses
To hold irregular cultural affair experiences; lectures and courses on effective parenting; parent-children activities; family growth/improvement activities; pre-school enlightenment mentoring services; effective husband-wife communications; self-growth/improvement groups; training courses, lectures and others programs.
- Volunteer Recruitment and Training
We warmly welcome compassionate new immigrants who have a passion to help and serve fellow new immigrants together with Taiwan nationals to join our service ranks. Training courses will be arranged to improve service quality.
- Establish a Database of Translators and Foreign Language Consultation Services
To overcome language barriers, we provide translator services to enable a better understanding of the city’s service welfare resources; build links and networks for new immigrants to cultivate an atmosphere of mutual support.

- Multicultural Library
To lessen the feeling of homesickness, we provide Chinese, Thai, Vietnamese, Filipino and Cambodian books, newspapers and magazines for easy access to news from the motherland.
- Multicultural Showroom
To understand the culture and lifestyle of each mother country, we have on display artifacts and costumes from Vietnam, Thailand, Indonesia, Philippines and Cambodia.
- Internet Information Consultation
To set up an internet zone for new immigrants for convenient access to various information about their motherland.
Welfare Subsidy for Pre-Citizenship Registration of New Immigrants Undergoing Special Situations
- Beneficiary: Pre-citizenship new immigrants who are residents of Chiayi City.
- Principle of Subsidy:
For new immigrants with pre-citizenship status, whose average income per person must not be more than 2.5 times higher than the lowest living allowance of current year as announced by the government and; whose average expenditures must not be more than 1.5 times higher than the standard in Taiwan.The average income per person is based on total family income and divided by the number of family members.
For new immigrants who are assessed to live life in difficult condition and in need of assistance.
Those with one of the above mentioned circumstances in addition to one listed
below, should file their application as needed:
(a) Below 65 years old whose spouse is dead or still missing after six months and above and report was filed with the police for search assistance but without success .
(b)Maliciously abandoned or abused by spouse, divorce granted by the court or amicably settled divorce duly registered.
(c)Victims of domestic violence.
(d)Single parents without the ability to work or who have the ability to work but due to serious illness, or single parents who are married and have a child/children in Taiwan who's taking care of a child/children under the age of six.
(e)When the spouse is sentenced to prison for more than a year or with a one year freedom restriction due to security reasons and is currently serving the sentence.
- Subsidies and Benchmarks:
(a)Emergency living support allowance: The maximum issue of three months per person based on the minimum living expenses of each local county (city) in the current year.
(b)Children's living allowance: Each child is subsidized per month in the amount equivalent to one-tenth of the minimum wage for the current year.
(c)Childcare allowance: Children under the age of six, the maximum monthly subsidy is NT $ 1,500
Community service base: Handling related activities of new immigrants' families in this city (friendship association, group activities, consulting services)
